If you are not familiar with the 80% jigs and lowers, we are talking about a lower receiver for M16/AR15 platform rifles. These are not completely milled out, and as such are not considered to be a rifle and therefore do not fall under the regulations of the BATF at all. The major machining is done and the jig and lower receiver are precision milled to fit together in such a way that you can mill out the remaining material necessary to make it a functional lower receiver with a hand drill. Essentially, you end up with a homemade rifle (BATF considers the receiver to be the rifle, and there are no restrictions on the other parts to complete a rifle other than Class 3 parts necessary for the M16 variant). Therefore, you end up with a rifle which is homemade and void of any serial number (unless you want to put one there) and is completely legal as long as you make and own it yourself. I think you have to have a serial number to sell it (up to one a year) but I'm not really clear on that part of the regulations.
