Slugs.
I use Sluggo which is an iron phosphate pellet, and I've just recently heard of an iron phoshate pellet product from Deadline also. Sluggo is semi rain resistant and the new Deadline product is supposed to be as well.
Set out a half of a potatoe cut sides down and look under them the next day.

The same thing happened to me. I have a raised bed with 20 plants. As soon as they came up they were being eat. Do slugs eat the leaves while they are in the ground? When should I start treating the soil? Before the plants come up? And with what?

If I think I have a slug issue, I'd drop Sluggo first thing in the spring (even before emergence) and again in the fall. They normally like to stay between the mulch and the soil, and prefer cooler, wet conditions.
