Hey everyone,
Just a note to let you know that I've updated all of the state ginseng laws in that section as of today, May 9, 2012. I've added Indiana and Missouri law pages as well since they are now listed to export.

On KY, you have all our KRSs, but you didn't get the KAR (administrative regulations). Thanks for linking back and updating it.

hmmm.... I went back and looked after you sent that email. Did I miss a link? If you have one, I'll be happy to fix it.
Or, was the stuff in the KAR more administrative as to the organization and authority that doesn't really directly apply to diggers and dealers?? If so, I might have left it out on purpose ;)

Our KRSs are the statutes. They give KDA the authority to have a ginseng program and to produce regulations. It's the outline (statutes) that builds the framework of the program (regulations). From there, you get policy documents that even expanded on the regulations.
The regulation defines ginseng further, the harvest times/dates, and other requirements that aren't spelled out in the statute. Again, the statute is the outline. Then regulation fills in the details of that outline.
Clear as mud?
ETA: I also see you didn't add 246.660 (http://www.lrc.ky.gov/KRS/246-00/660.PDF). This establishes our fund. This is important to our ginseng dealers. This account sets up that all fees that we charge goes back to the ginseng program and only the ginseng program.
